Create or update a shared partial
PUT/partials/:name
Creates the partial (201) or replaces its source, engine and description (200). Every template
that includes it renders with the new source from the next render on, without a new template
version. Send the version you last read as base_version to refuse the write with 409
conflict when someone changed the partial in between; formfeed partials push does. The name
is stored in lowercase; one that does not match the pattern is refused with 400. Sources up to
256 KB; an organisation holds at most 200 shared partials, and creating one more is refused
with 400 invalid_request (feature: "partials"). Needs template:write.

conflict: base_version is not the current version. The problem carries the stored partial as current (null when it was deleted).
